Let's compare Dubai's Diamond exchange to what the Asia Diamond exchange $PHIL is buidling in Vietnam. Here is a description of the Dubai Diamond Exchange. I am pretty confident Dubai got billions of project financing to build their Diamond exchange as well. Most likely from the same Oman banks $PHIL is getting their money from. $PHIL will build a Diamond exchange like the one below and a Global Multi-Commodities Center just like Dubai did.

The Asia Diamond Exchange is a modern bourse to be established in affiliation with the World Federation of Diamond Bourses (WFDB). It will be the first-ever vital rough diamond exchange in Asia, comparable to the diamond exchanges in Antwerp (Belgium) (https://www.diamondbourseantwerp.com/) and Dubai (UAE) (https://www.dmcc.ae/gateway-to-trade/commodities/diamonds).
