Why did he wait for enbanc before acting?



Perhaps the administration thought the 5th Circuit would rule favorably for the shareholder Plaintiffs and end the NWS, thus taking the more favorable political optics of letting the Judicial branch of government help the 'evil hedge fund guys'.

Why did he continue fighting the plaintiffs till the end?



I think that MC withdrew opposition to the Collins case and the SCOTUS assigned court appointed counsel for FHFA. SM felt as the treasurer he was obligated to protect the governments 'investment'
in the twins.

Why did he hide the stress tests?



(1) As a Libertarian he is opposed to governmental interference in the MBS market and realizing that the gses aren't going away, required them to hold too much capital to (1) allow the TBTF banks an opportunity to compete and (2) to make another bailout impossible

Why did he hide other documents?



Which documents? The 11,000 documents? They were under Judicial seal, I think.
