When the original buyback of up to 5.3 bilion shares was initially announced on March 23, 2019, $PHIL stock price was $0.0001 and the number of outstanding shares was 6,761,268,673 as of 3/31/2019. The $0.0001 price stayed there more less till January 2020, when it was started to be pumped where it is now.
So despite dillution from 6.671 bilion shares to today's number of over 28.673 bilions of shares, the stock price is 50x that number.
You have to realize this SP is grossly overvalued and over-pumped and it isn't worth what is sells for. Nothing really has materially changed for this company since the early 2019, and yet it's market cap grew from $676,126 number to over $144,798,674 value today, a 213 x price increase. Ridiculous, really, and clearly over-over priced.
