Put votes and debates in congress on the table with all the expertise available - all the data crunchers this comm. age has to offer in a non partisan forum and super computer. The ultimate Congressional Inquiry or better. 

Two warring tribes like covid is not only life and death but maybe a death spiral

Like 1/6 (and if no accountability) may be death knell for democracy as two warring tribes may be a death spiral

In other words there has to be some notion of armistice (perhaps based on love of country or something determined to be mutual) that transcends the usual "tools" of discourse. As Bull would say an appeal to the better angels what ever they or that may be. Don't know but something needs retooling.
