ya we kinda do. The reserves are primarily used to increase oil supply to mitigate disruptions in production and stabilize prices. A hurricane hitting Texas where refineries are have been used once or twice since creation in the early 70's. Then we relied on foreign oil much more than we do now. We have about a months supply in our reserves or 750 million barrels. It would be far more beneficial if we built a few more refineries.
