The reason they have to develop the special vehicle for the loan is because HAJ group isn’t going to transfer 1.5 billion in cash to Henry’s/ PHILs account.

It’s going to be a structured loan of increments according to progress on use of said loan.

So if BB isn’t going to happen until the 1.5 billion is in the account, it might take a lot longer than January for the BB to start happening.
