Just to be accurate, a MOC order is used by some people who wish to buy at the close and by some people who wish to sell at the close. The odds are that most MOC orders are very close to a 50/50 mix of buys and sells, which is why despite their size they almost never have an effect on the stock price...

It is a "tool" most often used by people who have taken a
position they wish to close out at the end of the day.
Characterize those individuals as you wish. I am most comfortable
in my understanding of who and why the TOOL is used.
