Does this tweet mean the original negotiation was cancelled. Now a renegotiation? Or was the original negotiation contingent on the liability being amended?

And I thought the tweet earlier in the week pointed directly to the liability being the issue here. So that would tell me negotiation was STILL open CONTINGENT on the liability being eliminated.
