I've been nibbling at Etrade a few times recently and have been getting filling in the middle of the 1 cent spread; I bid for shares at the ask and got filled half a cent lower. I'm guessing they have other internal customers selling and so they can improve both the seller's and the buyer's prices by .5 cent.

It is the OTC. Despite their claims, the visibility to the best bid/ask is not all the great.

I doubt it is E*Trade but whoever the order routes through that is finding the non OTCMarket bid.
