How were they ever going to be certified in Q3? We all know now that was impossible.

The inspection would be estimated for mid Sep. But it takes a couple months after that if every goes perfect to actually get the cert, So now they would be well into Q4 w/o any problems found.

And as you correctly note, likely to be some back and forth. Further delaying the process.

It is an absolute joke that anybody believed LP's BS about hoped for certification by Q3. I still think Q1 2022 is the bet, though it might slide in earlier. Or be later of course.
