Most brokers had to comply with the recent ruling regarding Expert Markets.

Some others will still possibly sell CE and subpenny. Its why I'm curious about T ROWE PRICE on if they still allow CE after the EM change or if they just restricted it along with it to be in line with a lot of common brokers.
