California conditions investment from their state fund for cell therapies on whether a company or project has labs or offices or production in California. They have therefore funded many marginally helpful projects like the overbuilding of labs, for lack of viable and useful major proposals in state. Most of the money was going to infrastructure at one point and that was not advancing the science. It is nice to have, but it was not rapidly advancing “cures for diseases”, which was why the fund was created.
