The certificates don't have the clients name on them and that's just how the brokers and DTCC like it.

No, they don't like it that way. As I believe I pointed out before, DTCC and everyone else has favored dematerialization since the 90s. Slowly but surely, we're getting there. DRS has become quite popular.
