Prof Peter O'Brien of PIXAPP explains a good deal about Foundry PDK's (Process Design Kit) as well as ADK's (Assembly Design Kit) so as Investors you can have a better idea of how a Standardized process is coming together for the creation of PIC's today, listen to Peter starting at about 11:45 marker talking for about 7 minutes or so on the topic, and then of particular interest to your question above, in the follow up Q&A and discussions around the 22:30 Peter speaks to large Foundries and the rigidity of PDK's, and the very high costs of PDK's and ADK's (including subsequent modifications), as to who absorbs the costs involved, I would imagine that is a negotiated deal based on the perceived value of the particular PDK/ADK to the Foundry
