It's an online shortcut, as opposed to finding a proxy IP, and changing your ports within your machine.
Sometime you'll need to check several online proxy sites for your particular application. Geo-blocking is a YouTube thing, mostly for copy written music.
Enabling a proxy on your own machine is not difficult, but for something as simple as a YT vid, it's probably not worth the effort, so an online proxy just to get around a geo block is more than enough.

I see that Zorax is recommending installing an entire browser, and Opera is a giant bundle of useless junk for the most part. It is to browsers what Blackberry is to cell phones: old, heavy and crappy. His "VPN" commentary is not accurate. All Opera does is pick out a proxy from thousands, and the corresponding port, and makes it a one click function instead of 3. So d/ling an entire browser suite is a waste of time, and will slow your machine down substantially.
