The CEO has decided to not issues new shares for debt to his toxic debt holders, based on recent ruling that he believes allows him to not do so. Something to do with them not being registered with SEC or not following a rule, not 100% sure. But they are pissed and are using the existing shares they have left to squash each potential run on all of the recent catalysts. They may be also be manipulating the stock illegally.
