Do you understand what float is?

The shares are perfectly tradeable. The float number just assumes that they are not currently being traded.

Float is very different from Outstanding Shares (O/S). Float is just an estimate of the amount of O/S that is being traded. It is a GUESS. An educated guess, but a guess all the same.
