The question is who has issued the Escrows - and that is answered perfectly clear in the LT’s FAQ.

As the WMI LT is the issuer, its dissolution will lead to the cancellation of the Escrows (as per FAQ).

The DTC‘s role is purely in the settlement of millions of securities - its not the issuer of any of these.
