Without knowing it our friend nailed it...

They aren't just dumber, the worst part is they, the elite, Lose their hunger...they quit pushing forward because, well, why should they..

Along with that is a loss of empathy and sense of realism....So anything outside of their bubble stagnates and decays for the elite become lazy and continually find their newest and easiest source of revenue to be from the commons....

Any outrage is quickly pushed aside with any number of rationalisations and justifications....

Enter handouts to quell the masses but they infuriate the senses of the common man, and of course handouts can't last for ever,,Then What? By then its too late and lighting will strike somewhere and the fire will rage destroying the forest...Now is a good time not to play with matches...

Then comes rebirth and the Forrest finds equilibrium again...
