Assuming they can address the issues that caused the suspension.

Couldn't they buy another shell and merge couv into that shell and begin trading on the pinks again as the new company.

It seems to me that the only ones hurt here are the investors. The general public will still accept the technology, so the company itself could flourish. Possibly through private investors.
