Actually, they do! Many BOP prisons sell such in the commissary. Mostly for black guys - Afro Sheen, Black Seed Oil, and other hair goop. You can even buy a doo rag.

Never seen Brylcreme or Pennzoil 20W50 (Bennie's brand) on any commissary sheet though.
