You post a 2 year old article and yet even in 2020 Self driving is still having a snow & inclement weather problem. Which is exactly what the MIT study shows.

Yes regulation holds the key to full self driving tech being allowed. So yes, Musk can use regulators as scapegoats even though his tech isnt ready.
