This is a secular government by design. The divine right of kings, and resultant religious wars, are responsible for the establishment clause in the First, the VERY first, Amendment.

You have a right to claim religious authority to support your views on a board, and I have a right to cry foul because I don't believe that god says what other people claim god says to them.

Theocratical governance and arguments, like nature, too often are red in tooth and claw.
