The whole purposes of conservatorship is/was to fix the flaws in both markets of Fannie and Freddie.

The flaw in secondary mortgage markets (mbs) had been fixed by creating UMBS to restructure the timely payment process to both single and multi family markets of mbs.

In my opinion, UMBS was designed to stabilize mbs markets.
Besides FEDERAL reserve is a major player in mbs today.
