I can envision that scenario. Say, they got buy-in from the EU but the US was twiddling their thumbs, and NWBO kept on hoping to get their buy in (which is not approval) to the point where they delayed DL hoping but to no avail. NWBO then says, well, frig it, a bird in the hand (EU) is worth 2 in the bush (EU and US), and anyhows, perhaps the US will come on board later so let's go for it now. I can envision this since they never PR'd these great endpoint changes. Until they do, this scenario won't leave my mind. Perhaps Monday it will leave my mind :)

EDIT: OR they finally, finally had buy-in from the FDA but still didn't receive the official meeting minutes (to be issued by the FDA within 30 days). NWBO said OK that's close enough! Lets get the EU protocol updated but they still can't PR till they get the official minutes from the FDA. I like this scenario!
