Interesting. It does make sense to just let the black market fade into history versus using mass incarceration to accelerate tax collections. Sounds like Canada is taking a very humane approach. To some degree, I think the U.S. may be less consciously doing much the same in recreational states. The cost to the U.S. of having the highest incarceration rate in the world has just been too much, both in money and other social costs, not to mention the gross inhumanity of it all.
