The government here is aware of how people use cannabis as medicine. For 100 years it has been banned so the black market has provided the medicine people want and need. They are not interested in wasting more money on jailing people so they rolled out the legal options in a way that “legacy growers” could join the legal system and left the black market be while the legal supply was being established. It is not quick but it allows anyone who is interested to go “legit” and the folks who rely on the medicine do not have a disruption in supply. I like the way they did it, they made it smooth if slow. Now the supply is stable and the only folks who are not under some legal license are those who will just continue on the wrong side of the line, the clean up begins.
