The reason these scammers "die penniless" is because they either hid the money offshore, or they intentionally spent it all to prevent the government and the courts from seizing it and giving it back to the victims. They can't take what they no longer have.

They lived it up off other people's money and enjoyed every minute and every stolen dime of it. I hope no one gives a damn penny to bury any criminal like that. I hope they rot in hell and their body is buried in an unmarked pauper's grave, which is more than they deserve.
