Why does Nikola - NKLA - seem like such a scam?

I know it's big boards but
- CEO has an unhealthy obsession with constantly posting on Twitter
- The company Twitter page touts that it's listed on Nasdaq
- Vaporware product at least so far

All the qualities of a penny stock scam are there
