As you must know, the EPA is the main federal agency that seeks to abate and control pollution by research, monitoring, standard setting and enforcement. This includes oil spills and contamination. The EPA sets the basic rules, the floor if you will, the states set the ceiling. The States can set higher standards but not lower than the EPA’s floor. The EPA delegates to the states, and the states administer the EPA programs. In Louisiania, the EPA delegates to LDEQ, www.deq.louisiana.gov , who administers many of the EPA Programs.
