IMHO the mention of soft data lock is probably meant to convey that the analyses of the trial data will not be held up excessively by a less than 100% complete database. That they will go forward with limited holes that may be filled in time. That can imply an expectation (of my thinking) that the overall unit assessment of trial success or failure would probably not hinge on a limited set of holes, most of which would be filled in a bit more time.
