Here's the link. The reporter has cerebal paulsy thus his Hands are somewhat deformed. He wrote something Trump didn't like in a newspaper story and the next day at a rally Trump mimicked him with the arm gestures.

There is NOTHING, and I repeat NOTHING lower than to mock someone that is disabled; let alone someone with a disability and doing the right thing and out working! And to the crowd that laughed at this that night? Shame on every one of them!
