"No data lock coming anytime soon" IMO it says nothing of the sort. The necessary financing has nothing to do with if they locked data or not and I myself do not expect any pr stating they have locked. It does however crush any idea that there was to be a surprise TLD announcement within days as some have posted. Actually, I would be happy with the 10k problems being resolved and bringing them back in line with regulatory compliance.

IF they have locked data then it would have been better then to PR this together with the transaction news, but thats just me...
