It is not the market makers on $MILVD that is the issue, it is the brokers who have not received the new shares yet.

So either the transfer agent is being changed, and or they want to wait till the Ticker change (so they do not need to do it twice?? that is a guess on my part) and or a Nasdaq uplist all at once (IMHO), and they are delaying the return of the shares until the ticker is changed and the SEC 1-A is filled, or ready to file all at once.
