PCTL - Any licensing would not be applicable to the electro-chemical process or it's product, as the process and it's product are already in widespread use. I'm skeptical you can patent chemistry or physics anyway.

And as you point out, the EPA labeling is standard.

It's maybe worth noting the company's 'awareness campaign' is focused more on penny stock promotion sites than anywhere that legitimate health care professionals might be looking for solutions.
