The process PCTL uses is absolutely legit and been tested. It is well documented and has been USDA approved for organic use.

See USDA ruling starting line 296

When used in accordance with good agricultural practice, electrolyzed water can be used as an effective and environmentally friendly
sanitizing solution.

PCTL's product by this ECA process is approved by EPA - https://www3.epa.gov/pesticides/chem_search/ppls/092108-00001-20200331.pdf

Excelyte® VET is an activated aqueous solution of sodium chloride produced by passing weak salt brine
through an electrolytic cell using Electro-Chemical Activation (ECA) technology to temporarily change the
properties of dilute salt water into a powerful oxidizing agent exhibiting antimicrobial properties. Excelyte® VET is
produced at a near neutral 6.5 pH where the predominant antimicrobial agent is hypochlorous acid, an efficient
and efficacious specie of chlorine. Hypochlorous acid kills bacteria. When produced, Excelyte® VET (an anolyte
solution), contains a minimum of 500 ppm free available chlorine (FAC).
