You are talking about a personal bank account which is a different animal. Just because someone in Japan can open a bank account in the UAE (subject to UAE laws of course) whereas a US Citizen would have much more difficulty....has ZERO to do with trading US based stocks.

I have talked about how this whole off shore nonsense got its start before.
