It’s not a matter of law...there is no physical way to do it without be a registered broker or working through one.

This whole “offshore” thing got its legs many years ago when some OTCBB stocks would “dual list” on a shady foreign Exchange like the Berlin Boerse or Vancouver Exchange that has different and much more relaxed rules. But it required the stock to trade on that exchange as well....and it would be shorted on that foreign exchange.

However, those Exchanges have LONG since cleaned up their act...and Verb was never listed on a foreign Exchange.
