The MMs don't care. They're asked to do it by a client. It wasn't done until now for two reasons.

1. Until late last year, OTC Markets was fussy about unsolicited trading, and apparently rejected many applications. Then suddenly they changed their policy. I don't know why, but I consider it a mistake.

2. Until just now, no one had asked an MM to submit the form.
