Well, it seems Jaycee James was a shell vendor, so maybe that's how the mining company entered the picture.

The SEC's case against Asia Broadband failed because it wasn't a registrant, but Enforcement was ultimately successful in its pursuit of Jaycee, though perps usually just ignore cease and desist orders:
