But to your question, in crises like COVID-19 governors simply don't have the ability to tap into the power of something like the Defense Production Act to maximize production of much needed equipment.

It's inefficient for states to all bid for the same cargo, and promotes competition within states and drives up costs. The federal government can sidestep this, but it takes competence and the will to act.

We're finally starting to see more testing, but hospitals and other facilities need resources and proper equipment to get through this pandemic.
