That was apparently what they did in their deal with Cross Border Power but it's very possible that this factory in India might be used as a Manufacturing Process Proving ground.

In order to sell a license to a prospective client they would have to be able to provide not only the chemistry and material makeup of the battery but also the manufacturing processes.

Since the makeup is so different from other batteries they may be having to jump through extra hoops to prove the claims on the manufacturing side and also the recycle ability.

The Helios Royal Energy site touts the High Temp and the Powerchip batteries, had the Q3 2019 Factory in India which matches when the Video came out. They also show a factory coming online in the second half of 2020 in Cairo, Egypt.

Maybe this is a place to do modeling of the high capacity manufacturing to implement at that factory.

Since we get nothing from the company all we can do is guess.
