When they cite testimony, much of the time it's only a word of two of a quote from say Budoff, and they fill in the rest

I noticed the same. This is taken straight out of the fake news media's playbook:

1) Person X gives a long speech.
2) Fake news hoaxer takes a one line quote from that speech, out of context, adds their own bias and spin and treats that as news.

Generics did the exact same thing.
