Anthony, You have a misunderstanding with this one sentence description of the 4.9% Rule, in the SB-2. Cornell can own any percentage of SaVi they want at any one time, and they will if they keep converting 2.9 billion warrants, they just can't convert their warrants into common shares (not "own" as you continue to say) so that they have more than 4.9% converted shares than is outstanding in the market, at that time.
Substitute "convert" for "own" in your last post and you're good. The conflict goes away. -:)
