Therforte when it is said that it is like an anarchy in democracies. RPH opted to present his case in the court of law since he refused to submit the proof of bonds with SEC based on his grievance against SEC. He hoped that court after validating the bonds will provide a solid valuation bases for BV of CSHD. Yes! he didn't engaged any attorney but was still able to prove the bonds. That should have been enough and court instead of validating the increased BV allow the trading in Grey market and let the sp droped and NSS to cover.

Never forget that this was and is a fight between genuine public company and NSS. This court decision in fact supported the NSS to cover by unfairly reallowing the trading in greys.

Nothing is very simple and straight in democracies and their are numerous influences that worked for good or bad for the masses or the countries in the long run. The good thing about democracy is you can keep on beating your drum until some body response's to your call.
