If they make their money on volume, then wouldn't it be best for their algorithm encourage the price to go in whatever direction is most likely to bring in more volume?

Well, for one thing, that would be securities manipulation. And I also don't see how it'd be possible. Extremely high volume usually has something to do with toxic funders dumping into a pump.
