LB, you forgot "lazy". And "overpaid", when in reality most are greatly underpaid. Unfortunately the "can't be fired" complaint actually has some basis in reality, and I'm talking rank and file, not appointees - but that's a blatant over-generalization, plenty of ways to get fired, but lousy performance ain't one of them - that just won't earn you any raises.
