If you look at that "Form 15" filed today, it was clearly done in a huge hurry. It is not the correct formatting, and it is extremely sloppy. It was also filed in ASCII, which is obsolete and almost never seen anymore. That also suggests they whipped it up as soon as they could, and the company also filed it themselves without their usual EDGAR filing agent. I bet they filed it in ASCII because the company doesn't have the expensive conversion software to file it in the currently accepted .HTML format.

Which means - they have no idea what they are doing. It was a complete act of desperation with almost no hope of success.
