Olddog: I believe your interpretation as to the "collateral estoppel" argument is correct. It does appear that SAM is saying there were rates for period 2 set in the Sam 1 decision that this panel should have follwed and which estop this panel from using the NOK rates.

The rest of the document is just the opposite position from IDCC's upon which LOOP and I already posted.
