Accordingly, Samsung filrd a request for arbitration on November 23, 2003.

Unfortunately the previous paragraph is redacted.

My question:

If Samsung thought that Samsung I established the rates, why would Samsung filed for another arbitration? My understanding is that Samsung I only established Samsung MFL rights not the rates.
I think that is IDCC argument.
